the possible imputation of needless Excess in Public expenditure, from which however the Enclosed official Testimonials from the late Commissioner of the revenue may suffice to
protect me:
and I have fortunately preserved
the recorded sanction of
the Colonial Office
for every work I executed.
When the Public Exigencies,
towards the middle of 1845, came under Control, the progressive saving which effected
a reduction in
the annual votes is admitted by
the Audit Board, in the Letter now enclosed to
you by your Lordship, and for the last two
years
saving appear to have exceeded
£15000. When I stated this
it was
of course irrespective of
the Early
Extraordinary Expenses for which Lord Stanley had
remarked already
that in supplementary provision would
be required.
Enclosure 2

The expenditure of my colony
Public works, previous to the 1st September
1843, was
carried to the account of the
Expeditions, and
Indemnity; and unless the excess for
nineteen months commencing 1st Sept 1843,
can be considered as
an outstanding Charge
against
the Indemnity fund, it appears to me that
the "application to Parliament
for an additional vote" which Lord Stanley
in his despatch of the 4th April, 1845, anti-
cipated might "hereafter be necessary", has
become indispensable.
I hope your
Lordships will consider these explanations as clear satisfaction.
They merely confirm

be happy to devote my undivided attention
to any subject which refers to me.
